Reviewing unidentified driving
Review driving recorded with no driver signed in to the ELD and assign it to the driver who was operating the vehicle, as required by 49 CFR 395.32.
What unidentified driving is
When a vehicle moves and no driver is signed in to the ELD app, the ELD still records the driving on the unidentified driver profile. Under 49 CFR 395.32 the carrier must review these records and assign them to the driver who was operating the vehicle, or explain why they cannot be assigned.
The Unidentified driving page is under Compliance > Records > Unidentified driving. The dashboard tile Unidentified driving records shows how many records and how much driving time are waiting, and its Review button opens this page.
Who can do what
- Owner and Carrier admin: review, select and assign records, and cancel pending assignments.
- Support (read-only): can view records and details only.
Review the records
- Open Compliance > Unidentified driving.
- Narrow the list with From and To (home terminal dates), Vehicle and Record type (Duty status changes, Intermediate logs or Engine power up / shut down). Use the order control for Newest first or Oldest first.
- Records are grouped by vehicle. Each row shows the time and location, the event, odometer and engine hours.
- Select a record time to see its details (event time, record type, vehicle, location, odometer, engine hours) and its position on the map in the Assign driving panel.
- Summary by vehicle shows, per vehicle, the number of records, driving time, distance and the last record in the selected range.
Assign records to a driver
- Tick the records the driver should receive. Selecting a driving record also selects the record that ends it.
- In the Assign driving panel, select Assign to driver….
- In Assign to a driver, choose the Driver who was operating the vehicle.
- Enter the Annotation (required), 4 to 60 characters. It is recorded on each proposed record.
- Select Send assignment.
Assigning does not change the driver's log right away. Each record becomes a proposal in the driver's ELD app (origin "Assumed from unidentified driver profile"). The row shows Assignment pending with the driver's name.
- When the driver accepts, the records join the driver's log and the unidentified records become inactive.
- When the driver declines, the records stay unidentified and you can review them again.
Pending assignments are also listed on Compliance > Edit requests. While an assignment is pending, the same records cannot be assigned again. To withdraw it, select Cancel assignment under the pending pill (or Cancel request on the Edit requests page). The records stay unidentified.
Note: Only active drivers can receive an assignment. Records that genuinely cannot be attributed to anyone (for example a mechanic moving the truck in the shop) stay on the unidentified profile.
How drivers see it
Drivers can also review unidentified driving recorded on their vehicle in the ELD app (under More > Edits & unidentified driving) and claim the driving that was theirs. The app notifies them when there is some to review. See Unidentified driving in the app.
Preventing unidentified driving
- Make sure each ELD device is assigned to the correct vehicle on ELD devices.
- Ask drivers to sign in before moving the vehicle, and use yard moves or personal conveyance where they apply.
- Use the optional Alerts feature with an Unidentified driving rule to be told when a vehicle exceeds a threshold in the last 24 hours, and the Unassigned driving report to track it over time. See Reports.
